The US government is creating a permanent agency tasked with the rapid consolidation of US control in countries targeted by Washington for military aggression.

The article is very well written. But, as much as the war in Iraq was built around wishfull thinking by the neo-cons, the Reconstruction and Stabilization department is an extension of that. It will put money is some neo-con pockets and keep their think tank members behind desk dreaming up fictious plans since the military is incapable of generating actual case countries to work on.
We might see some of what they dream up implemented in 20 years, unless the global changes even further.
